Each character has its own deterministic flicker schedule seeded from its index, so the pattern looks chaotic but renders identically on the server and the client (no hydration mismatches). Three intensity levels — subtle for a quiet ambient flicker, medium for a believable shop-window vibe, wild for full broken-neon. Distinct from a chromatic glitch: this is brightness only, the glyph never moves or splits. Pair it with a dark background and a saturated color for maximum bar-sign energy.
