Each pixel is converted to hue, saturation and lightness; the tone's hue and saturation replace its own and the lightness stays. Shadows stay dark, highlights bright, and the picture reads as before in one color.

Toning is one color applied by brightness. A filter is a bundle of adjustments: contrast, curves, saturation, grain. Toning is simpler and predictable, which is what a consistent set wants.

The tone is applied to the decoded pixels and the result is a PNG; the AVIF compression is gone until you re-encode. Encode the PNG as AVIF afterwards and you have the small file back.
