Split the six digits into three pairs and read each pair as a number in base 16: #3b82f6 is 3b, 82 and f6, which are 3 × 16 + 11 = 59, 8 × 16 + 2 = 130 and 15 × 16 + 6 = 246. So #3b82f6 is rgb(59 130 246).
Three digits are shorthand with each digit doubled: #36f is #3366ff. Four and eight digits add alpha as the last digit or pair: #3b82f680 is rgb(59 130 246 / 0.5), since 80 in hex is 128 of 255.
