4 steps, no account. It runs in your browser and nothing is uploaded.
Paste or drop an SVG
Type or paste SVG markup, or drop an .svg file; it must start with an <svg> tag.
Pick the output
The bare Base64, or the same with the data:image/svg+xml;base64, prefix.
Read the sizes
The status says the SVG's size, the Base64's, and how much larger it is.
Copy or download
Copy the string, or download it as a text file.

Questions and answers
Before you trust the result: what to know about the format, the limits, your data and the tools next to it.
URL encoding is usually smaller and leaves the markup readable, so it is the better data URI. Base64 is the answer when a system asks for it: a CMS field, a config value, a JSON payload, an API that stores images as Base64 strings, or a place where the SVG's quotes and angle brackets would break a URL.
Yes. Base64 is reversible: decode it and the exact markup comes back, byte for byte. The SVG stays a vector; nothing is rasterized. Text fields in Contentful, Sanity, Strapi and the like hold it fine, though a CMS with native SVG assets is the better home.
Base64 writes three bytes as four characters, so the text is a third larger than the file, plus padding. A 3 KB SVG becomes about 4 KB. Minify the SVG first to claw some back; the SVG editor does that.
Keep the string in your config (JSON, YAML, an environment variable), and at build time decode it with your language's Base64 library and write the file, or prefix data:image/svg+xml;base64, to use it inline.
Base64 is the bare string. Data URI adds the data:image/svg+xml;base64, prefix, so the result drops straight into an img src, a CSS url() or an href. The data URI page offers URL encoding too.
Pasted text is encoded as UTF-8 bytes; a dropped file is encoded byte for byte, including any byte order mark or XML prolog it has. Both decode back to what went in.
No. The file is read and drawn by your browser, and the page makes no request with it. You can load the page, go offline and keep working; nothing is stored either, so reload and it is gone.
No. The SVG to Base64 encoder is free and opens without a sign-in, an account or an install.
The tool sets no size cap of its own: it reads the pasted text or the file into your browser's memory, so the practical limit is what your browser can hold. Nothing is sent anywhere either way.
No, it takes one file at a time. If you drop or choose several, only the first is used; run the tool again for the next one.
No. The markup is encoded exactly as you gave it, comments and metadata included. Run it through the SVG editor's minify first if you want it smaller.
The tool checks that the text starts with an <svg> tag and answers with a plain message if it doesn't, instead of encoding something else.
