An SVG is shapes, not pixels, so it is drawn again at each size: 16, 32 and 256 pixels all come out crisp, where a bitmap scaled down blurs and scaled up pixelates. One SVG gives every frame an ICO needs.
16 for the browser tab, 32 for bookmarks and shortcuts, 48 for the Windows taskbar: the Favicon set. Add 64 and 128 for larger interface slots (Desktop), and 256 for high-density screens and the Windows start menu (Full).
Yes. Each frame is a PNG with an alpha channel, which Windows has read inside ICO files since Vista and every browser accepts. A transparent background stays transparent on any tab or desktop theme.
