Before you trust the result: what to know about the format, the limits, your data and the tools next to it.
Move it anywhere by dragging, turn it 90 degrees, copy it (the copy lands right after it), remove it, or add a blank page after it. A blank page takes the size of the page before it, so it prints like its neighbours.
Yes. Drop more files and their pages join the end of the grid, each card naming the file it came from. Drag them among each other to build one document from parts of several.
No. Pages are copied into the new file as they are, and a turn only changes the page's rotation, so text stays selectable and images keep their resolution. Bookmarks and the source's title and author don't carry over to the new file.
Press Reverse in the bar and the last page becomes the first. That fixes a stack scanned back to front in one step.
No. The pages are read, drawn and saved in your browser with pdf-lib and pdf.js. Nothing is sent to a server, so confidential documents stay on your device.
Yes. Tab to a page's handle, press Space to pick it up, move it with the arrow keys and press Space to drop it; Escape puts it back. A page's buttons are reachable with Tab too, and every move is announced. On a touch screen, press and hold a page, then drag.
Reset in the bar puts every page back in its original order and turn, with added copies and blank pages gone. There is no step-by-step undo.
Not while it's protected. A file with a password or restrictions can't be rewritten here, and the tool says so when you drop it. Save an unprotected copy from a PDF reader that has the password, and drop that.
